Government Bank Still Search Switching ATM Operator

JAKARTA (IndoTelko) – Government bank which incorporated in Himpunan Bank-Bank Milik Negara (HIMBARA) still search the closure of switching company acuisition which will together manage ATM transactions later.

This acuisition hopefully will be done in the first quarter of 2016. The operator company will be the domestic principal and interconnected between payment service provider later.

There are four ATM network operator companies in Indonesia, PT Artajasa Pembayaran Elektronis which manage ATM Bersama network, Rintis Sejahtera which manage ATM Prima network, PT Sigma Cipta Caraka which manage ATM Link, and PT Daya Network Lestara which manage ATM Alto network.

Budi Gunadi Sadikin, member of HIMBARA which also Director of Bank Mandiri explain the availability of local switching company will make settlement and transaction clearly independepnt. The decision fo the switching company hopefully will be decided before the integration of 800 ATM Himbara next year.

“For the time to build the domestic principal company will depend on the choosen company. Whether we buy existing company or to build it ourselves,” Budi said, yesterday.

Himbara will probably choose existing company. Artjasa become a strong candidate to be chosen because Artajasa have 80 bank members. While 75% Artajasa transactions also done by Himbara bank members.

Artajasa signal will be annexed have predicted by Director of Indosat Ooredoo, Alexander Rusli. Subsidiary of Ooredoo is one of Artajasa stakeholder.

The consideration of local principal acuisition was caused by the number of retail transactions every day which are getting bigger. From data released by Bank Indonesia, clearing in Sistem Kliring Nasional (SKN) and retail payment outside the clearing payment reach 13 trillion rupiahs per day on average.

Himbara itself have already had switching company partner which is Telkomsigma. But the number of bank that have became member in this company is relatively small.

Four government banks incorporated in Himbara, PT Bank Rakyat Indonesia Tbk (BBRI), PT Bank Negar Indonesia Tbnk (BBNI), PT Bank Mandiri Tbk (BMRI), and PT Bank Tabungan Negara Tbnk (BBTN) officially launeched Link Automatic Teller Machine (ATM) Himbara before.

For the first phase, around 50 ATM machine network were planned to be spread in greater Jakarta area.

Until the late of December 2015, spreaded ATM machine network owned by BUMN has reached 55.804 units. The number of ATM is the biggest ATM portion in national banking industry so consolidation become a strategic part in national banking development.

If we calculate, with this consolidation, bank side can cut down ATM operation cost to 6.8 trillion per year. While to the ATM user, this consolidation will cut down ATM transaction cost to around 7.3 trillion rupiahs per year.
